The article presents the main results of theoretical review on the study of the phenomenon of affect and definition, classification, legal aspects of affective states, as well as the results of statistical processing of data on crimes in the state of affect are provided in Kazakhstan for the last 5 years according to the provided statistical data from the database of the General Prosecutor's Office of the CLSaSA (Committee on Legal Statistics and Special Accounts) of the RK. The relevance of (...) this study is the study of the phenomenon of affect in Kazakhstan, as well as the processing of statistical data on affective suicide, as little-studied and not sufficiently developed phenomena. It is important to note the difference in approaches to understanding the term physiological affects (PA), which actually has no direct analogue in the English-language bibliography. In some respects, the concept of an "irresistible impulse" based on passion corresponds to it. Both conditions can significantly affect a person's behavior and their ability to control their actions, while both can serve as mitigating circumstances in law. At the same time, physiological affect is usually short-lived and characteristic of sane individuals, while an irresistible impulse can be a chronic condition associated with a mental disorder. As Austin (...) points out, Virgil has gracilis only in E. 10. 70 ff., the conclusion of the whole of the Eclogues:Haec sat erit, divae, vestrum cecinisse poetam,dum sedet et gracili fiscellam texit hibisco,Pierides…. Accepted quantum description is stochastic, yet history is nonstochastic, i.e., not representable by a probability distribution. Therefore ordinary quantum mechanics is unsuited to describe history. This is a limitation of the accepted quantum theory, rather than a failing of mechanics in general. To remove the limitation, it would be desirable to find a form of quantum mechanics that describes the future stochastically and the past nonstochastically. For this purpose it proves sufficient to introduce into quantum mechanics, by means of a (...) perfected formal correspondence, certain analogs of the classical initial-condition constants. Through the restoration of such parameters at the quantum level one accomplishes a natural accommodation of time anisotropy, wave-function reduction, and “event” description by quantum mechanical equations of motion alone, without the need for extra postulates (e.g., a projection postulate). Aristotle's account of akrasia is unsatisfactory for a number of reasons. First, his account of the problem is coloured by a number of unattractive assumptions and preoccupations; second, his central claim, that akrasia involves a temporary displacement of knowledge, deals at best with only a small number of cases; third, he is wrong to suppose that the akrates is typically someone overwhelmed by passion. We need to follow Davidson in recognising that the central problem consists in a failure to convert (...) intention into action. Any solution must involve a recognition that we are dealing with a range of very different kinds of case, which demand different kinds of treatment. For example sometimes agents are overtaken by passion; sometimes they coolly and calmly do the wrong thing; sometimes they are insincere; sometimes they are suffering from a weakness of will; sometimes they are guilty of some kind of self deception; and sometimes they may have difficulty in comparing the goods and evils available.
